    We study a simple model of tariff wars and trade deals in which government revenue collection and disbursement uses resources. The introduction of a costly government leads to lower non-cooperative tariffs, the possibility that a less costly government may win a tariff war, and fully cooperative trade deals where countries lower tariffs but do not eliminate them, even with lump-sum taxes and transfers.

    The high pulmonary vascular resistance (PVR) of atelectatic, hypoxic, fetal lungs limits intrauterine pulmonary blood flow (PBF) to less than 10% of combined right and left ventricular output. At birth, PVR decreases precipitously to accommodate the entire cardiac output. The present review focuses on the role of endothelium-derived nitric oxide (NO), prostacyclin, and vascular smooth muscle potassium channels in mediating the decrease in PVR that occurs at birth, and in maintaining reduced pulmonary vasomotor tone during the neonatal period. The contribution of vasodilator and vasoconstrictor modulator activity to the pathophysiology of neonatal pulmonary hypertension is also addressed

    Digitalis for treatment of heart failure in patients in sinus rhythm

    <b>Background</b><p></p> Digitalis glycosides have been in clinical use for the treatment of heart failure (HF) for longer than 200 years. In recent years, several trials have been conducted to address concerns about their efficacy and toxicity.<p></p> <b>Objectives</b><p></p> To examine the effectiveness of digitalis glycosides in treating HF in patients with normal sinus rhythm. To examine the effects of digitalis in patients taking diuretics and angiotensin-converting enzyme inhibitors; in patients with varying severity and duration of disease; in patients with prior exposure to digitalis versus no prior exposure; and in patients with "HF due to systolic dysfunction" versus "HF with preserved ejection fraction."<p></p> <b>Search methods</b><p></p> Searches on the following databases were updated in May 2013: The Cochrane Central Register of Controlled Trials (CENTRAL), MEDLINE, EMBASE, and Dissertation Abstracts. Annual meeting abstracts of the American Heart Association, the American College of Cardiology, and the European Society of Cardiology were searched from 1996 to March 2013. In addition, reference lists provided by the pharmaceutical industry (GlaxoSmithKline and Covis Pharma) were searched.<p></p> <b>Selection criteria</b><p></p> Included were randomized placebo-controlled trials of 20 or more adult participants of either sex with symptomatic HF who were studied for seven weeks or longer. Excluded were trials in which the prevalence of atrial fibrillation was 2% or greater, or in which any arrhythmia that might compromise cardiac function or any potentially reversible cause of HF such as acute ischemic heart disease or myocarditis was present.<p></p> <b>Data collection and analysis</b><p></p> Articles selected from the searches described above were evaluated in a joint effort of the review authors. The staff of the Cochrane Heart Group ran searches on the Cochrane Central Register of Controlled Trials, MEDLINE, and EMBASE.<p></p> <b>Main results</b><p></p> No new studies were identified in the updated searches. Thirteen studies (7896 participants) are included, and major endpoints of mortality, hospitalization, and clinical status, based respectively on 8, 4, and 12 of these selected studies, were recorded and analyzed. The data show no evidence of a difference in mortality between treatment and control groups, whereas digitalis therapy is associated with lower rates of both hospitalization and clinical deterioration. The largest study, in which most participants were taking angiotensin-converting enzyme inhibitors, showed a significant rise in “other cardiac” deaths, possibly due to arrhythmias. However collectively, these findings were based on studies done before beta-blockers, as well as angiotensin receptor blockers and aldosterone antagonists, became widely used to treat HF.<p></p> <b>Authors' conclusions</b><p></p> The literature indicates that digitalis may have a useful role in the treatment of patients with HF who are in normal sinus rhythm. New trials are needed to elucidate the importance of the dosage of digitalis and its usefulness in the era of beta-blockers and other agents shown to be effective in treating HF.<p></p&gt

    Bronchial Circulation Angiogenesis in the Rat Quantified with SPECT and Micro-CT

    Introduction As pulmonary artery obstruction results in proliferation of the bronchial circulation in a variety of species, we investigated this angiogenic response using single photon emission computed tomography (SPECT) and micro-CT. Materials and methods After surgical ligation of the left pulmonary artery of rats, they were imaged at 10, 20, or 40 days post-ligation. Before imaging, technetium-labeled macroaggregated albumin (99mTc MAA) was injected into the aortic arch (IA) labeling the systemic circulation. SPECT/micro-CT imaging was performed, the image volumes were registered, and activity in the left lung via the bronchial circulation was used as a marker of bronchial blood flow. To calibrate and to verify successful ligation, 99mTc MAA was subsequently injected into the left femoral vein (IV), resulting in accumulation within the pulmonary circulation. The rats were reimaged, and the ratio of the IA to the IV measurements reflected the fraction of cardiac output (CO) to the left lung via the bronchial circulation. Control and sham-operated rats were studied similarly. Results The left lung bronchial circulation of the control group was 2.5% of CO. The sham-operated rats showed no significant difference from the control. However, 20 and 40 days post-ligation, the bronchial circulation blood flow had increased to 7.9 and 13.9%, respectively, of CO. Excised lungs examined after barium filling of the systemic vasculature confirmed neovascularization as evidenced by tortuous vessels arising from the mediastinum and bronchial circulation. Conclusion Thus, we conclude that SPECT/micro-CT imaging is a valuable methodology for monitoring angiogenesis in the lung and, potentially, for evaluating the effects of pro- or anti-angiogenic treatments using a similar approach

    0103-72.6: A New Oxygen-Rich Supernova Remnant in the Small Magellanic Cloud

    0103−-72.6, the second brightest X-ray supernova remnant (SNR) in the Small Magellanic Cloud (SMC), has been observed with the {\it Chandra X-Ray Observatory}. Our {\it Chandra} observation unambiguously resolves the X-ray emission into a nearly complete, remarkably circular shell surrounding bright clumpy emission in the center of the remnant. The observed X-ray spectrum for the central region is evidently dominated by emission from reverse shock-heated metal-rich ejecta. Elemental abundances in this ejecta material are particularly enhanced in oxygen and neon, while less prominent in the heavier elements Si, S, and Fe. We thus propose that 0103−-72.6 is a new ``oxygen-rich'' SNR, making it only the second member of the class in the SMC. The outer shell is the limb-brightened, soft X-ray emission from the swept-up SMC interstellar medium. The presence of O-rich ejecta and the SNR's location within an H{\small II} region attest to a massive star core-collapse origin for 0103−-72.6. The elemental abundance ratios derived from the ejecta suggest an ∌\sim18 M⊙_{\odot} progenitor star.Comment: 6 pages (ApJ emulator format), including 5 figures and 2 tables.     Modeling canopy-induced turbulence in the Earth system: a unified parameterization of turbulent exchange within plant canopies and the roughness sublayer (CLM-ml v0)

    Land surface models used in climate models neglect the roughness sublayer and parameterize within-canopy turbulence in an ad hoc manner. We implemented a roughness sublayer turbulence parameterization in a multilayer canopy model (CLM-ml v0) to test if this theory provides a tractable parameterization extending from the ground through the canopy and the roughness sublayer. We compared the canopy model with the Community Land Model (CLM4.5) at seven forest, two grassland, and three cropland AmeriFlux sites over a range of canopy heights, leaf area indexes, and climates. CLM4.5 has pronounced biases during summer months at forest sites in midday latent heat flux, sensible heat flux, gross primary production, nighttime friction velocity, and the radiative temperature diurnal range. The new canopy model reduces these biases by introducing new physics. Advances in modeling stomatal conductance and canopy physiology beyond what is in CLM4.5 substantially improve model performance at the forest sites. The signature of the roughness sublayer is most evident in nighttime friction velocity and the diurnal cycle of radiative temperature, but is also seen in sensible heat flux. Within-canopy temperature profiles are markedly different compared with profiles obtained using Monin–Obukhov similarity theory, and the roughness sublayer produces cooler daytime and warmer nighttime temperatures. The herbaceous sites also show model improvements, but the improvements are related less systematically to the roughness sublayer parameterization in these canopies. The multilayer canopy with the roughness sublayer turbulence improves simulations compared with CLM4.5 while also advancing the theoretical basis for surface flux parameterizations
